What is the Vietnam solar procurement context?

Vietnam's direct power purchase framework is set out in Decree 57/2025, while Decree 58/2025 addresses renewable and new-energy development. Decree 243/2026 amended provisions in both decrees, so buyers should verify the consolidated current text rather than rely on an older project summary or a copied threshold.

A module purchase can also sit within rooftop self-consumption, a distribution or transmission connection, an industrial project, a tender or an off-grid system. The legal route, responsible authority, grid work, model evidence, import clearance and commercial module supply are separate decisions.

Vietnam project, standards and import review

Keep the electricity route, connection responsibility, model evidence, import treatment and commercial supply as separate workstreams.

  • Identify whether the project uses a private-line or national-grid direct purchase route, rooftop self-consumption, a utility or tender route, or an off-grid arrangement.
  • Review Decrees 57/2025 and 58/2025 together with the amendments in Decree 243/2026 and current implementing documents before using any eligibility or operating assumption.
  • Identify the responsible power and connection authority, application status, voltage, electrical design and required local professional review.
  • Match requested TCVN or IEC evidence to the exact model, certificate holder, legal manufacturer, production site, standard edition, scope and current status.
  • Have the importer verify the exact commodity, origin, tariff, rules of origin, taxes, non-tariff measures and shipment documents through the current official trade and customs route.

Project, document and logistics review

Vietnam requests may involve industrial roofs, ground-mount projects, distribution stock or onward supply. Equipment and logistics follow the actual site and buyer specification, not a generic country claim.

  • Province or city, application, system type, power-purchase or connection route and electrical design basis
  • Roof, ground or other mounting layout, module dimensions and engineer-approved structural criteria
  • Heat, humidity, salt, wind, flooding or other exposure relevant to the exact site
  • Requested test, certificate, inspection, label, packing, serial and acceptance evidence
  • Ho Chi Minh City, Cai Mep, Hai Phong or another named delivery place, requested Incoterm and onward-logistics responsibility

Does Decree 57/2025 alone define the current Vietnam DPPA route?

No. Buyers should read Decree 57/2025 together with Decree 58/2025, the amendments in Decree 243/2026 and any current implementing documents that apply to their project. This page does not restate eligibility thresholds or surplus-power rules because the current legal text and responsible authority control.

Does JUSTSOLAR claim blanket MOIT or EVN approval in Vietnam?

No. The project owner, buyer and appointed advisers must identify the applicable power-purchase, self-consumption, connection and permitting route. An official policy source does not approve a JUSTSOLAR model, factory, shipment or project.

Does a TCVN catalogue entry approve every solar module model?

No. A standards entry is a technical reference. The buyer must confirm the required standard and edition, while the requested model evidence must be checked for its certificate holder, legal manufacturer, production site, model family, scope and current status.

Can JUSTSOLAR promise a Form E result, a fixed import duty or tax saving?

No. The importer and customs adviser must confirm the exact commodity classification, origin, current tariff, rules of origin, supporting documents, taxes and non-tariff measures. The Vietnam National Trade Repository is a research route, not a customs ruling for a shipment.

Does JUSTSOLAR publish fixed Vietnam freight, transit time or payment terms?
