What is the Bulgaria solar procurement context?

The Ministry of Energy and European Commission publish the final updated Bulgarian National Energy and Climate Plan. The current EWRC ordinance index records an amendment to Ordinance No. 6 in State Gazette issue 35 of 14 April 2026. The amendment adds specific conditions for selected add-ons at existing consumption sites; it does not create a blanket no-application route for solar or storage. These sources are not evidence of a JUSTSOLAR order, stock position, customer relationship, project award, fixed price, product approval or import clearance.

Which Bulgaria grid route applies?

Start with the site and intended export behavior, then identify the named network operator. EWRC rules, operator notice or opinion, a connection agreement and module supply are separate decisions.

Existing consumption-site add-on

Have the project team check whether the current Article 7a conditions apply. Record whether supplied capacity or phases change, whether export is planned, whether export is technically possible, and whether written operator notice is required.

Distribution generation or storage

Name the distribution operator, connection point, voltage, installed and export capacity, storage scope, and the status of the study, opinion, preliminary agreement or connection agreement.

ESO transmission-grid project

Provide the ESO register or application status, connection point, voltage, requested and allowed capacity, temporary-access scope, and current connection documents before model review.

EU import and Bulgaria project review

Energy licensing, network connection, storage design, product conformity and customs are separate questions. The importer and project team should identify the current route before claims are made.

  • Identify the EU importer, destination, intended use and customs classification for the exact product.
  • Separate generation, storage, commercial and industrial, distribution and utility-scale project routes.
  • For an add-on at an existing consumption site, check whether the April 2026 Ordinance No. 6 conditions apply, including supplied capacity, phases, planned export and technical export capability.
  • For generation, storage or changed-capacity routes, identify the responsible distribution operator, connection point, voltage, requested and export capacity, and current application or agreement status.
  • For a transmission-grid renewable project, identify the ESO register or application status and use project-owned connection evidence rather than inferring capacity or approval from module quantity.
  • Confirm applicable EU conformity, labelling, WEEE, customs, tariff, tender and lender requirements before shipment.

Do not select a module only from a generic wattage, technology or storage claim. Define the exact project conditions and documentary requirements.

Which Bulgaria grid route should a project buyer identify first?

Identify whether the request is an add-on at an existing consumption site, a distribution-grid generation or storage project, or an ESO transmission-grid project. Then provide the named operator, connection point, voltage, supplied or installed capacity, export capacity, storage scope, and current notice, application, opinion or agreement status. A module quote does not create an EWRC licence, operator opinion, connection agreement or reserved grid capacity.

Can a module or quote pack be described as BESS ready?

That label is too broad without a project design. Storage connection is addressed in Bulgaria's network rules, but compatibility depends on the inverter, battery, controls, protection, network operator, connection capacity and project documents. Each requested component must be reviewed for the exact system.

Does CBAM automatically add a carbon charge to imported finished solar modules?

The European Commission's current sector page lists cement, aluminium, fertilisers, iron and steel, hydrogen, and electricity as the six CBAM sectors; it does not list finished photovoltaic modules as a separate sector. The importer must still check the exact CN code, product composition and current rules. JUSTSOLAR does not promise a special origin or routing workaround.

Which module is best for a Bulgarian project?

There is no universal best wattage or technology. The project team should define electrical design, dimensions, site conditions, grid route, storage interface, requested documents, quantity and delivery basis before a model is reviewed.
