What is the India solar procurement context?

India applies several separate controls to solar procurement. BIS Scheme II identifies compulsory-registration product categories and standards, while MNRE's ALMM maintains current lists of approved models and manufacturers for stated project types. Neither source is a blanket approval of every product from a company.

DCR is a domestic-content requirement for specified schemes or programmes, not another name for BIS or ALMM. A private import, government or assisted project, central scheme, state tender, open-access project, net-metering system and off-grid application can follow different eligibility, connection and purchasing routes.

India model, project and import review

Classify the buyer's route before selecting a module. Keep BIS, ALMM, DCR, programme or tender eligibility, connection and customs review separate.

  • Identify whether the request is a private import, government or assisted project, central scheme, state tender, open-access or net-metering project, captive use, distribution stock or off-grid application.
  • Match BIS evidence to the exact registration holder, legal manufacturer, production site, model family, Indian standards, registration number and current status.
  • Check the current ALMM List-I for module models and manufacturers and, where applicable, List-II for cells, including current amendments, clarifications and project dates.
  • Treat DCR as a separate domestic-content requirement. Do not use an imported product, BIS document or ALMM reference as proof of DCR compliance.
  • Have the importer confirm the exact commodity classification, import-policy status, regulatory-agency requirements, duties, taxes, permits and shipment documents through ICEGATE and current professional review.

Site, connection and logistics review

India project requirements vary by state, DISCOM, voltage, application and tender. Equipment and logistics follow the actual site and buyer specification, not a generic national claim.

  • State, city, application, project or scheme route, buyer role and responsible DISCOM or implementing agency
  • Connection voltage, application status, electrical design, metering, protection, inspection and CEA or state requirements
  • Roof, ground, pump, off-grid or other layout, module dimensions and engineer-approved structural and electrical criteria
  • Heat, dust, humidity, salt, wind, flooding or other exposure relevant to the exact site and acceptance plan
  • JNPT or Nhava Sheva, Mundra, Chennai, Kolkata or another named delivery place, requested Incoterm and onward-logistics responsibility

India solar procurement questions

Does JUSTSOLAR claim blanket BIS certification for India?

No. BIS Scheme II identifies compulsory-registration product categories and standards. A buyer must verify the exact registration holder, legal manufacturer, production site, model family, applicable Indian standards, registration number and current status before relying on a product claim.

Are BIS registration, ALMM and DCR the same requirement?

No. BIS registration concerns the notified product and standards route. ALMM is a separate model-and-manufacturer list with stated project applicability. DCR is a domestic-content requirement used in specified schemes or programmes. Each must be checked independently against the current project, tender and official documents.

Can imported JUSTSOLAR modules be presented as DCR or government-scheme eligible?

Not by assumption. Imported products should not be described as DCR-compliant through paperwork or purchasing structure. Government, assisted, scheme, open-access and net-metering routes may also require current ALMM entries and other tender or programme conditions. The buyer should identify the exact eligible route before requesting a model.

Does a PM-KUSUM or rooftop policy page approve a JUSTSOLAR module or project?

No. Programme guidance defines an implementation route, not product approval. The responsible implementing agency, state regulator, DISCOM, tender, installer or vendor process, electrical inspector and project documents determine the applicable requirements.

Does JUSTSOLAR publish fixed India duty, freight, insurance, delivery or payment terms?

No. The importer must confirm exact classification, policy status, duties, taxes, permits and documents through ICEGATE and current professional advice. Frank or the Director confirms any freight, insurance, delivery, price, payment term, warranty, offer or PI in writing after the product, quantity and destination are reviewed.
