What is the current Malaysia solar procurement context?
SEDA states that the NEM programme concluded at the end of June 2025. Solar ATAP is the successor route for eligible consumer solar applications from 2026, while the Energy Commission maintains separate guidance for SELCO, large-scale bidding and other programme paths.
A programme name does not prove module approval, importer treatment, utility acceptance, tender qualification, project award, inventory or delivery. The buyer should confirm the current route and responsible parties for the exact site.

Malaysia programme, product and import review
Separate Solar ATAP, SELCO, LSS, product evidence, customs treatment and commercial supply. One public programme page or certificate cannot answer every route.
- Identify the site, consumer, buyer type and current Solar ATAP, SELCO, LSS or other project route.
- Confirm the responsible utility, technical assessment, registered service provider and connection evidence where applicable.
- Match the exact module to the requested standard, certificate or report holder, manufacturing site, edition and current status.
- Confirm importer, HS classification, origin evidence, tax treatment, labelling and destination documents before shipment.
- Keep programme, utility, importer, installer, tender and module-supplier responsibilities separate in the written plan.
Site and logistics specification review
Peninsular and East Malaysia routes, tropical exposure and project programmes can require different evidence. Define the order before comparing options.

Malaysia solar procurement questions
Is NEM 3.0 still the current Malaysia rooftop-solar route?
SEDA states that NEM concluded at the end of June 2025 and Solar ATAP follows it. Solar ATAP began in 2026 and has its own eligibility, technical-assessment, service-provider, application and contract steps. A legacy NEM label should not be used as current project approval.
Are Solar ATAP and SELCO the same procurement route?
No. Solar ATAP and SELCO have separate current programme and technical guidance. The buyer, registered service provider, utility and project parties should identify the applicable route, site, connection, export treatment and documents before selecting equipment.
Is every JUSTSOLAR module automatically SIRIM or Energy Commission approved?
No. SIRIM QAS explains that product certification is not universally mandatory, although a regulator can require it in a specific context. Buyers must match the exact model, certificate or report holder, manufacturing site, standard, edition, status and project or import requirement.
Does the Large Scale Solar programme page qualify JUSTSOLAR for a tender?
No. The Energy Commission describes LSS as competitive bidding for eligible project bidders. Programme information does not prove a module approval, bidder qualification, project award, bankability status, customer relationship, stock position or supply commitment.
Does JUSTSOLAR publish fixed Malaysia freight, duty, delivery or payment terms?
No. Provide buyer type, country, product, quantity or MW or containers, and destination port. The importer checks classification, origin and current customs treatment, while Frank or the Director confirms model, documents, logistics and commercial terms only in the formal offer and PI.
