What is the Indonesia rooftop-solar procurement context?
Indonesia's Ministry of Energy and Mineral Resources publishes Regulation No. 2 of 2024 for rooftop PV connected to public-electricity-supply license holders. The official explanation describes a quota-based application framework and says exported surplus is not credited to the customer bill.

The ESDM regulation governs rooftop PV connected to public-electricity-supply license holders.
