What is the Colombia solar procurement context?
The Ministry of Mines and Energy publishes the current RETIE product, installation and conformity-evaluation framework. CREG separately publishes autogeneration, distributed-generation and connection rules, while UPME operates the technical certificate process for eligible incentive applications.
Product conformity, accredited-body scope, network procedure, UPME certificate, DIAN tax or customs treatment and commercial supply are separate decisions. A public rule, certificate process or IEC report does not prove a JUSTSOLAR approval, customer, project, stock position or delivery.

Colombia RETIE, grid, incentive and import review
Separate exact-product conformity, CREG or network procedure, UPME certification, DIAN treatment, importer responsibility and commercial supply.
- Identify the buyer, final market, application, project capacity, network and self-consumption, autogeneration, distributed-generation, utility, tender or other route.
- Confirm the current CREG, network-operator or connection procedure, application status, connection point, export design and engineering responsibility.
- Match RETIE evidence to the exact model, holder, legal manufacturer, production site, scope, validity and transition rule; verify the conformity body's current ONAC scope.
- If incentives are requested, define the applicant, project, eligible equipment, UPME certificate status, DIAN process, tax adviser and documentary responsibility.
- Confirm the importer, tariff subheading, description, origin, authorizations, measures, customs value, duties, VAT, documents and customs-professional responsibility.
Site and logistics specification review
Colombia requests can differ by network, region, elevation, climate, project route, incentive evidence and destination. Define the request before comparing products or delivery options.

Colombia solar procurement questions
Does one RETIE document cover every Colombia solar project?
No. The Ministry's current RETIE material defines product, installation and conformity-evaluation scope. The buyer should match the exact module, application, certificate or evidence holder, legal manufacturer, production site, model family, validity and current transitional rules. ONAC accreditation status and scope should also be verified.
Does the CREG distributed-generation route cover every Colombia project?
No. The consolidated CREG framework covers defined autogeneration, distributed-generation and connection cases and includes later modifications. The applicable procedure depends on capacity, application, network, connection point, export or no-export design, operator and current rules.
Does a UPME certificate guarantee a fixed tax saving?
No. UPME states that it evaluates initiatives and issues the certificate that allows the applicant to continue the process before DIAN; it does not directly grant the tax benefit. Eligibility, project and equipment scope, application timing, tax treatment and final decision must be verified for the transaction.
Can JUSTSOLAR publish one fixed Colombia import duty, VAT or trade-remedy answer?
No. DIAN directs importers to verify the exact tariff subheading, product description, origin, authorizations, current tariff measures, customs value, duties, VAT and any preference or trade measure. The importer and customs professional own the declaration.
