Solar Module Import Duties: A Verification Guide for B2B Buyers
A verification workflow for tariff classification, origin, trade remedies, product requirements and landed-cost review without stale country-wide rates.
Short Answer: There Is No Reliable Country Rate Table
Import treatment depends on the current tariff code, product description, origin, exporter or producer, shipment date, trade-remedy scope, quota or exemption and importer status. A country-wide percentage copied into an article can become wrong before the order ships.
Step 1: Classify the Exact Goods
Separate cells, finished modules, inverters, batteries, mounting and other components. Ask the importer or licensed broker to confirm the current HS, HTS, CN or NCM code and written product description. Do not infer classification from a supplier catalogue title.
Step 2: Check Origin and Trade Remedies
Country of shipment is not necessarily customs origin. Verify the actual production route and supporting records, then check active anti-dumping, countervailing, safeguard, quota and forced-labor measures for the named producer and origin. The U.S. Department of Commerce AD/CVD portal shows why a single fixed U.S. percentage is unsafe.
Step 3: Use the Current Official Portal
For EU imports, use Access2Markets for tariffs, origin rules, taxes, procedures and product requirements. For India, use ICEGATE with the tariff heading, description and origin. For Brazil, use the MDIC/CAMEX tariff panel and current legal instruments. Other destinations require the equivalent customs authority or written broker advice.
Step 4: Build a Landed-Cost Evidence Pack
Record the classification, origin basis, customs value, duty and tax treatment, trade remedies, licences, product registrations, broker advice and validity date. Keep freight, insurance, inland cost and port charges separate so a tariff assumption is not mistaken for a delivered price.
Step 5: Recheck Before the PI and Shipment
Repeat the tariff and trade-remedy check when the formal offer is issued and before customs filing. A free zone, alternative origin or local assembly does not automatically remove a duty or compliance requirement. Obtain written confirmation from the responsible importer, broker or authority.
