What is the Senegal solar procurement context?
ASN standards and certificate authentication, CRSE electricity titles and network rules, ASER rural programmes, customs treatment, public procurement and commercial supply are separate decisions. None should be converted into a blanket claim that a supplier, module, importer, installer or project is approved.
A useful request identifies the buyer, exact product, application, site, importer, regulated project parties, grid status, procurement route and destination. Current regulator, standards body, network, tender and customs documents then control the review; old rates, programme summaries and generic certificates do not.

Separate exact-product evidence, standards authentication, operating title, network route, importer status, public procurement and commercial supply.
- Identify the buyer, region and site, end use, project or resale route, importer and whether the request is off-grid, rural electrification, self-consumption, autoproduction, C&I, public facility or another application.
- Use the current ASN solar PV standards route to define exact-product evidence, then match the model, certificate holder, legal manufacturer, production site, report scope, standard edition and labels.
- If a solar-equipment quitus or tax treatment is requested, confirm whether the exact product is in scope and which IEC certificate authentication, application, exemption title and customs evidence are current; do not infer a universal exemption.
- Use the 2021 Electricity Code and current implementing decrees to identify production, autoproduction, storage, surplus-sale or other operating titles, declarations, licences and model specifications that apply.
- For a grid-connected or surplus route, confirm the network operator, title holder, application, studies, connection conditions, contract, certified electrical work, protection, metering, testing and commissioning requirements.
- For rural electrification, use the live ASER programme and procurement documents for location, lot, bidder eligibility, technical evidence, language, guarantee, submission, clarification, deadline and award.
- For public procurement, use the current Procurement Code, official notice and tender documents; a supplier page cannot qualify a bidder or award a project.
- Confirm the importer, authorised customs broker, declaration, tariff classification, origin, customs value, current duties and taxes, exemption title, invoices, transport documents, packing list and other shipment evidence for the actual import.
- Keep price, freight, production, delivery, warranty, stock, payment and acceptance terms inside the dated formal offer, PI and referenced documents reviewed by Frank or the Director.

Senegal solar procurement questions
Does an IEC or ASN record prove that a module is accepted for every Senegal project?
No. ASN standards and certificate authentication are important inputs, but the buyer and importer must match the exact offered model, certificate holder, legal manufacturer, production site, standard edition, report scope and labels to the current ASN, tax, tender and project requirements. They do not replace a CRSE title, network review or procurement decision.
Does the ASN solar-equipment quitus make every import tax exempt?
No. The ASN quitus page addresses products concerned by the VAT exemption route under the cited inter-ministerial order and explains authentication of applicable IEC conformity evidence. The importer must confirm the exact product, current certificate route, tariff classification, exemption title and customs treatment with ASN and Senegal Customs.
Does an autoproduction declaration or licence guarantee connection or surplus revenue?
No. The autoproduction rules do not by themselves create a connection or revenue guarantee. The project must identify the applicable declaration or licence, network operator, operating title, technical studies, connection conditions, protection, metering, contract and current surplus rules. The relevant authorities and signed documents control.
Does an ASER programme page qualify a supplier or module for a rural project?
No. ASER provides rural-electrification context, but a supplier page or programme summary cannot qualify a bidder or award a project. The live procurement notice and tender documents control eligibility, lots, technical specifications, standards, language, guarantees, submission, clarification and award.
