What is the Kenya solar procurement context?
KEBS product conformity, KRA import treatment, energy-sector licensing, net-metering or network acceptance, project procurement and commercial supply are separate decisions. None should be converted into a blanket claim that a supplier, module, installer or project is approved.
A useful request identifies the exact buyer, product, application, importer, licensed project parties, grid status, procurement route and destination. Current regulator, utility, tender and trade documents then control the review; old rates, generic certificates and programme summaries do not.

Kenya product, import, licensed-work and grid review
Separate exact-product evidence, consignment conformity, importer status, licensed work, network route, project procurement and commercial supply.
- Identify the buyer, county and site, end use, project or resale route, importer and whether the request is off-grid, mini-grid, self-consumption, net-metered, C&I, public facility or another application.
- Confirm whether the exact product and consignment are within the current KEBS PVoC scope or another route, then match the applicable Kenya standard or approved specification and required conformity document.
- Match module and system evidence to the exact model, certificate holder, legal manufacturer, production site, standard and edition, report scope and buyer or tender requirement.
- Use the Energy Act and current regulator routes to identify the licences, certified technicians or contractors, electrical work and project authorizations that apply to the actual activity.
- For net metering or another grid-connected route, confirm consumer eligibility, design, application, relevant licensee, network review, agreement, protection, metering, inspection and commissioning requirements.
- For KOSAP or another public programme, use the live tender, bidder, supplier-registration, eligibility, technical, milestone, submission and award documents; a supplier page cannot qualify a bidder or award a project.
- Confirm the importer, customs clearing agent, tariff classification, origin, valuation, current duties and taxes, declarations, PVoC or CoC when applicable, Certificate of Origin and other shipment documents for the actual import.
- Keep price, freight, production, delivery, warranty, stock, payment and acceptance terms inside the dated formal offer, PI and referenced documents reviewed by Frank or the Director.
Application, site and logistics specification review
Kenya requests differ by county, network, application, importer, procurement route and destination. Define the request before comparing products or delivery options.

- Target model or specification, dimensions, electrical limits, system voltage, current evidence and live tender-document requirements

Kenya solar procurement questions
Does every solar module have one generic KEBS approval for Kenya?
No. First check whether the exact product and consignment fall within the current PVoC or another KEBS route. If PVoC applies, match the applicable Kenya standard or approved specification, exact product, exporter, importer, inspection route and conformity document. A brochure or certificate for a related model is not enough.
Is EPRA approval a label attached to any solar module?
No. The Energy Act separates energy regulation, electrical work and certification of relevant solar-system technicians and contractors from product conformity. The buyer or project developer must identify the licensed persons, activities and project authorizations that apply. Module evidence cannot replace those responsibilities.
Does the net-metering regulation guarantee a grid connection?
No. The current regulations create a route involving the consumer and the relevant licensee, with eligibility, application, design, technical review, agreement, metering and commissioning requirements. The developer must confirm the current process and site-specific network decision before relying on export to the grid.
Does a module specification prove KOSAP or other tender eligibility?
No. REREC describes KOSAP and the implementing bodies, but each live procurement controls bidder eligibility, product evidence, design, local responsibilities, submission dates and award. Programme background is not a supplier approval, active tender or project award.
What does JUSTSOLAR need before a formal Kenya offer?
