What is the Ghana solar procurement context?
Solar-panel standards and labelling, GSA conformity, Energy Commission activity licensing, distribution-utility connection, public procurement, customs clearance and commercial supply are separate decisions. None should be converted into a blanket claim that a supplier, module, importer, installer or project is approved.
A useful request identifies the exact buyer, product, application, importer, licensed project parties, grid status, procurement route and destination. Current regulator, utility, GSA, tender and customs documents then control the review; old rates, generic certificates and programme summaries do not.

Ghana product, licence, grid, import and tender review
Separate exact-product evidence, market conformity, licensed activity, network route, importer status, public procurement and commercial supply.
- Identify the buyer, region and site, end use, project or resale route, importer and whether the request is off-grid, mini-grid, self-consumption, net-metered, C&I, public facility or another application.
- Use LI 2449 and the applicable Ghana Standards to define solar-panel standards and labelling, then match the exact model, certificate holder, legal manufacturer, production site, report scope and label evidence.
- Confirm the current GSA route for the product and consignment, including baseline mandatory standards, any chosen EasyPASS path, importer registration, conformity evidence, inspection, sampling and release.
- Use the Renewable Energy Licence Manual and current Energy Commission records to identify the importation, installation, maintenance, generation or other entity and activity licences that apply.
- For net metering or another grid-connected route, confirm the customer-generator, distribution utility, application, network assessment, connection agreement, certified electrical work, protection, metering and commissioning requirements.
- For public procurement, use the live GHANEPS notice and tender documents for supplier registration, eligibility, technical evidence, submission, clarification, deadline and award; a supplier page cannot qualify a bidder or award a project.
- Confirm the importer, clearing agent, ICUMS declaration, tariff classification, origin, valuation, current duties and taxes, permits, invoices, packing list and other shipment documents for the actual import.
- Keep price, freight, production, delivery, warranty, stock, payment and acceptance terms inside the dated formal offer, PI and referenced documents reviewed by Frank or the Director.
Application, site and logistics specification review
Ghana requests differ by region, distribution utility, application, importer, procurement route and destination. Define the request before comparing products or delivery options.

Ghana solar procurement questions
Does an IEC certificate prove LI 2449 or GSA acceptance in Ghana?
No. IEC evidence is one input. The buyer and importer must match the exact offered model, certificate holder, legal manufacturer, production site, standard edition, report scope and labels to LI 2449, applicable Ghana Standards, GSA requirements and the actual transaction. A related model or brochure cannot prove acceptance.
Is EasyPASS mandatory for every solar-panel consignment?
Do not assume that. GSA's July 2026 clarification says compliance with mandatory Ghana Standards is the baseline for products placed on the market, while EasyPASS is a conformity-assessment programme that businesses may elect to use. The importer should confirm the exact product, current route, evidence, application and inspection requirements directly with GSA.
Does an Energy Commission import licence approve a solar-panel model?
No. The Renewable Energy Licence Manual addresses the legal entity and licensed activity, including importation or installation and maintenance. LI 2449, applicable Ghana Standards, model-specific evidence, GSA inspection and shipment documents remain separate. One licence cannot replace the others.
Does the Net Metering Code guarantee a connection or project income?
No. The code creates a technical and contractual route involving the customer-generator and distribution utility, including application, network review, connection agreement, certified electrical work, protection and metering. It also states that net metering is not designed as an income-generating mechanism. Site approval remains project-specific.
What does JUSTSOLAR need before a formal Ghana offer?
